Reports To: General Manager, Shanghai Chapter



General Responsibilities:

The Senior Government Affairs Manager will be responsible for:

· Managing and developing the Government Affairs team of the European Chamber’s Shanghai Chapter.

· Developing and actively driving the execution of the Shanghai Chapter’s government affairs strategy in coordination with the General Manager.

· Mapping, prioritising, and developing close relationships with key government stakeholders and organisations at local and regional levels (i.e., Yangtze River Delta) to advocate the interests of the European Chamber and its members.

· Identifying the key annual advocacy issues and action plans for the Shanghai Chapter.

· Facilitating government-related aspects of advocacy activities of the Chamber's Working Groups by working closely with other Chamber staff to arrange senior-level government meetings, channel comments on draft legislation, and interpret at senior-level meetings.

· Developing and expanding knowledge of European trade policy and business issues in China.

· Monitoring, responding, and reporting on regulatory developments at national and local levels, Chinese laws and regulations, policies, and sectoral news as directed.

· Leading content production for local publications, ensuring that local government policies are accurately analysed and up to date.

· Organising Working Group meetings (in coordination with other Chapters where relevant) by:

o Organising date, venue, agenda, documents, and invitation and participation lists.

o Taking meeting minutes and ensuring smooth coordination with the Working Group Chair, members, speakers, and other invitees (i.e. government officials).

· Assisting in the production and ensuring key chamber reports (e.g., annual Position Paper, Business Confidence Survey) are presented to all relevant stakeholders at the local level.

· Liaising with other Chamber offices on issues related to government relations, and identifying synergies for GA advocacy efforts across the Chamber.

· Preparing and presenting monthly Shanghai Government Affairs Reports and presenting to the Shanghai Board when required.

· Leading national-level advocacy projects when required.

· Mentoring GA staff on local advocacy issues in other Chapters when required.

Qualifications & Requirements: 

Skills & experience

Required Skills:

• Excellent command of spoken and written Chinese and English

• minimum 8 years’ experience in Government Affairs Management position

• Strong knowledge about Chinese authorities and practices

• Good understanding and interest in Chinese commercial and political environment

• Ability to interpret and translate English-Chinese and Chinese-English at a senior level

• An interest and ability to quickly grasp key issues in the areas of business, international relations, economics, and law

• Excellent communication and reasoning skills

• Organisational, social, and presentation skills

• High degree of accuracy and attention to detail

• Ability to work under pressure, to be tactful, goal oriented, and a tenacious go-getter.

• Excellent computer literacy, including Outlook, Word, Excel, PowerPoint and Internet Explorer



Preferred Experience:

University degree plus relevant work experience in an international organisation or government environment.

Interpretation experience within a business, government or multinational organisation.
